How to fix PVP in The Division 2? [UPDATED]

Current PVP issues

We should start by saying, PVP sucks this patch, period. It’s a RPG looter-shooter game, not a Call of Duty. With such a short Time-To-Kill its impossible to fit any RPG “classes”, beside DPS. You absolutely cannot create a playable environment for players, that want to play something different – tanks, healers/supports.

What’s worse, skill gap between players is non-existent, it all comes down to who shoot first. There is little to no room for outplays. And I’m not calling for chicken dance, but at the moment, I would rather spent time in CoD, than play The Division.

What currently is the most cancerous?

  • Patriot 4pc + Pestilence
  • M1A 1 shoot build
  • Imperial Dynasty Holster
  • Firestarter/Bleed build
  • Negotiator Dilemma

And of course, mentioned TTK is too low for PVP to be enjoyable. Let’s dismantle all offenders and find a fair fix, without completely trashing the build/item.

Patriot 4pc + Pestilence

What’s the deal with that combo, it’s relatively easy to get it working. Synergy between 4 pcs of True Patriot Set and Pestilence is the healing, that TP provide, white flag, to be exact.

So you shot people, they will get the white flag, so you can benefit from 5% armor heal, but please pay attention to important part – “Shooting the enemy repairs you…”. Pestilence will debuff the enemy with a dot and that dot will heal you without shooting. I believe it’s unintended as you are not actually shooting anything, it’s just the dot ticking.

TP+Pestilence FIX

Easy, just make it so you cannot get any healing from any source of dot, be it bleeding, burn or Pestilence dot. You just have to shoot the enemy with your weapon.
No need to trash it by drastic changes.

M1A

How could it take SO long without a fix, its just a number tweak on the PVP multiplier. Should be really fixed long time ago, yet we still have to deal with it. Disgusting.

Unless, Massive wanted to make PVP more “inclusive” to all low-skill players, so they can have their fun too.

End Game build with Classic M1A is around 550k PVE/ 254k PVP damage, 160% crit damage (additive) and around 100% headshot damage (additive). Don’t forget about 11% multiplicative damage from Contractor Glove’s, 15% multiplicative damage from Fox Prayer’s.
So you can PVP crit for ~826k body shot, 1,08kk crit headshot. 90% of players have 1kk armor, so if you crit the head, they will die in 1 shoot.

You could also use Glass Canon talent on your chest which will amplify your damage by another 25%, to a 1,35kk headshot crit or 1,03kk crit bodyshot. Most players will still die in 1 shoot.

M1A FIX

1 shoot’s are ok in CoD, but not in a RPG game.
Contractor Glove’s and Fox Prayer’s have to be set to 5% multiplicative damage respectively. These two have to be nerfed anyway as they are blocking build diversity.

If we bring M1A down to 200k PVP damage (~20% PVP damage nerf), it will crit hit the head for 990k with Glass Canon, CG 5% + FP 5% multiplicative damage.
So with lets say Vigilance (25% multiplicative damage) on your backpack, it will still 1 shoot you.

  • 200k PVP damage + GC, CG 5%, FP 5%
  • 990k headshot crit
  • 550k headshot
  • 715k bodyshot crit
  • 275k bodyshot

Going further – 150k PVP damage (~40% PVP damage nerf).  742k headshot crit with GC, CG 5%, FP 5%.
Vigilance will boost headshot crit to 928k

  • 150k PVP damage + GC, CG 5%, FP 5%
  • 742k headshot crit
  • 412k headshot
  • 536k bodyshot crit
  • 206k bodyshot

At 125k PVP damage (~50% PVP damage nerf).

  • 125k PVP damage + GC, CG 5%, FP 5%
  • 619k headshot crit
  • 344k headshot
  • 447k bodyshot crit
  • 171k bodyshot

At 100k PVP weapon damage (~60% PVP damage nerf) – M1A will crit headshot for 495k and 357k body crit with GC, CG 5% and FP 5%, this would took 3 headshot crits to down a DPS player with 750k armor and 300k health.
And finally 615k crit headshot with Vigilance.

  • 100k PVP damage + GC, CG 5%, FP 5%
  • 495k headshot crit
  • 275k headshot
  • 357k bodyshot crit
  • 137k bodyshot

100k PVP damage looks like it would be still good, but require good aim and end game build. Numbers are brutal, 60% is quite a lot.

Perfect balance would be 3 hits, as the victim will have a tiny reaction window to turn it around, so my guess would be 100-125k PVP damage. Yes, that means 50-60% PVP weapon damage nerf.

This unique piece of equipment should NOT work in PVP at all. Applying burn just by doing nothing is a complete bogus.  If it has to stay with us, make it 5m range in PVP.

Firestarter/Bleed/Status builds

Status effectiveness should be reduced in PVP by 50%. It’s a shooter game primarily. You should use your weapon for majority of time to do damage, if you cannot aim, then skip PVP related activities.

  • Seeker and hive spam is just too strong and it’s super easy to pull off. Just drop the hive/seekers and do nothing else is not the way to play. These skills should be supplemental to the PVP, but not the overpowered “press a button”, runaway and win.
  • Firestarter should not be such a treat, it’s just simply overtuned.

Don’t get me wrong, I’m not saying, that you shouldn’t be able to use skills at all. What I’m saying, we had some countermeasures to these kind of things before in The Division. We could use consumables, medkits or healing stations to remove bleeding, shock or burn. We don’t have any counter to any of this at the moment, beside going full hazard protection and being useless.

Negotiator Dilemma

Marks has to be separated for PVP nad PVE, end of discussion.

Time To Kill

In order to increase TTK, I will use Polive M4 and Tactical Vector to calculate nerfs to these types of weapons, which are used most often in PVP. I do believe everything else is relatively balanced compared to these two weapons.

Police M4 - 88% AWD + 40% AR DMG - Base WD 41,4k - 150% CD + 100% HSD

PVP damage for M4 in end game build, full red is 52k, on top of a 60% crit chance, 150% crit damage and 100% headshot damage.
I’m not using Fox Prayer’s, Contractor Glove’s, no Glass Canon on chest.

  • 52k PVP damage
  • 182k headshot crit
  • 104k headshot
  • 130k bodyshot crit
  • 52k bodyshot
  • 850 RPM

14 bullets per second, lets take 50% accuracy in landing headshots, so it’s gonna be 7 bullets in the head and 60% of them will crit.
3 headshot crits + 4 headshots = 546 + 416 = 962k damage per second, more or less~
You will die under 1s as no other weapon, chest and backpack talents are included and the damage will most likely be higher.

Tactical Vector - 88% AWD + 40% SMG DMG - Base WD 40k - 170% CD + 100% HSD

PVP weapon damage for Tactical Vector 9mm end game red build is 40k, obviusly 60% crit chance, 170% crit damage and 100% headshot damage.

Same as with M4, no FP, CG or GC.

  • 40k PVP damage
  • 148k headshot crit
  • 80k headshot
  • 108k bodyshot crit
  • 40k bodyshot
  • 1200 RPM

20 bullets per second, 50% headshots accuracy, 10 bullets, 60% crit chance.

5x headshot crit + 5x headshots = 740k + 400k = 1140k damage per second~~
Considering average human reaction time 0,25 sec, you will die, there is not enough time left to react.

PVP Weapons NERF -50%

Police M4 - 88% AWD + 40% AR DMG - Base WD 41,4k - 150% CD + 100% HSD

  • 26k PVP damage
  • 90k headshot crit
  • 52k headshot
  • 65k bodyshot crit
  • 26k bodyshot
  • 850 RPM

Same scenario as above:
3 headshot crits + 4 headshots = 478k damage output per second, killing other DPS build will take ~2,2s.

Tactical Vector - 88% AWD + 40% SMG DMG - Base WD 40k - 170% CD + 100% HSD

  • 20k PVP damage
  • 74k headshot crit
  • 40k headshot
  • 54k bodyshot crit
  • 20k bodyshot
  • 1200 RPM

Again:
5x headshot crit + 5x headshots = 570k damage per second. TTK ~1,8s.

Tank builds vs DPS builds

Full blue build with maxed armor, around 1,9kk armor. TTK ~8 seconds.
Clutch Tank build – 2,5% armor repair on crit with ~80% increased incoming healing = 4,5% armor on crit = 95k armor on crit. So there is a risk of tank build being unkillable and dominating the meta.

However, full blue tank build Tactical Vector 9mm offer 23k weapon damage PRE -50% NERF, on top of 95% crit damage and 60% headshot damage.
So after the nerf it will be 11,5k PVP weapon damage, pretty low, but eventually they will kill the DPS at some point thanks to Clutch talent.
50% PVP Weapon damage nerf is TOO MUCH.

PVP Weapons NERF -25%

Police M4 - 88% AWD + 40% AR DMG - Base WD 41,4k - 150% CD + 100% HSD

  • 39k PVP damage
  • 136k headshot crit
  • 78k headshot
  • 97k bodyshot crit
  • 39k bodyshot
  • 850 RPM

3 headshot crits + 4 headshots = 720k per second.
TTK DPS ~1,5s.
TTK TANK ~2,8s.

Tactical Vector - 88% AWD + 40% SMG DMG - Base WD 40k - 170% CD + 100% HSD

  • 30k PVP damage
  • 111k headshot crit
  • 60k headshot
  • 81k bodyshot crit
  • 30k bodyshot
  • 1200 RPM

5x headshot crit + 5x headshots = 855k per second.
TTK DPS ~1,2s.
TTK TANK ~2,5s.

Tank builds vs DPS builds

Tank use a Tactical Vector as main weapon. Clutch will heal him 5 crits per second = 22,5% armor/s, in other words tank will recover 475k armor from Clutch.
While TTK 1,2-1,5s is quite fair in my opinion, Clutch has to be nerfed at the same to 1,5% armor per crit.
It will be multiplied by incoming healing mods +80%, so it will be around 2,7% armor on crit = 51k armor per crit.
TTK increase versus Clutch tank will be around 0,6s respectively.

TU 9.0 [UPDATE]

Since devs are not using calculators, we have to do the math for them.
The biggest offense they committing are Contractor Glove’s and Fos Prayer’s, both have multiplicative damage, that is nowhere else to be found. That approach limits build diversity.

Current builds

Police M4 - 88% AWD + 40% AR DMG - Base WD 41,4k - 150% CD + 100% HSD

No Contractor Glove's or Fox Prayer's used here, but maxed Providence gloves (CD+HSD)

  • 52k PVP damage
  • 182k headshot crit
  • 104k headshot
  • 130k bodyshot crit
  • 52k bodyshot
  • 850 RPM

If we swap the gloves, we lose headshot damage – 10% from gloves and 10% from Providence 1pcs bonus, so 20% in total, additive damage.
We get 8% multiplicative damage in return, so our stats and damage looks like this:

Police M4 - 88% AWD + 40% AR DMG - Base WD 41,4k - 150% CD + 80% HSD + 8% Armor DMG

  • 52k PVP damage
  • 183k headshot crit (+1k)
  • 101k headshot (-3k)
  • 140k bodyshot crit (+10k)
  • 56k bodyshot (+4k)
  • 850 RPM

Didn’t expect that, but these gloves reward body shots greatly, so aiming heads is not worth it, in some sense. Anyway, 8% multiplicative damage is worth around 20% additive damage if you aim for head, otherwise it’s best in slot

What if Contractors glove's were 5%

Police M4 - 88% AWD + 40% AR DMG - Base WD 41,4k - 150% CD + 80% HSD + 5% Armor DMG

  • 52k PVP damage
  • 178k headshot crit (-4k)
  • 96k headshot (-8k)
  • 136k bodyshot crit (+6k)
  • 55k bodyshot (+3k)
  • 850 RPM

That looks much more balanced compared to Providence gloves. If you aim for heads with Providence gloves, you are rewarded with more damage. Body shots are not that much greater with Contractor’s as well. And finally gloves slot has much more room for other brands.
